Rural-urban land conversion is a universal social phenomenon in the rapid process of the economic development and the expansion of urban. On the one hand rural-urban land conversion increases the market value of the farmland and brings enormous social and economic benefits, on the other hand, disorder and uncontrolled rural-urban land conversion will decrease cultivated land which bring food safety problems, lead a series of ecological and environmental problems and social problems such as ecological protection, the survive of landless farmers and so on. With the increasing of land expropriation conflicts, problems in current rural-urban land policy system expose eventual]. The welfare problem of numerous land-lost farmers as a vulnerable, relatively passive group, attracts the common attention of the whole society.This thesis takes jiangxia, dongxihu, xinzhou, hongshan as study area, and bases on the characteristics of the land-lost farmers divides the land-lost farmer into less than45,4565years old, more than65years old. Then the dissertation selects the functional activities of landless farmers on the basis of Sen’s capability theory, then uses the fuzzy mathematics method to measure the welfare effect of the three age groups of landless farmers and contrast the differences of their welfare change, and on the basis of this puts forward the policy suggestions to improve the land-lost farmers’welfare level.This thesis is divided into five chapters:the first chapter introduces the selected topic background, research purpose and significance, proposes the entire technical route and defines the related concepts. The second chapter generalizes the current academic research about the welfare of landless peasants during rural-urban conversion at home and abroad, and reviews the theoretical basis of this article. The third chapter introduces the principle of selecting indicators and existing experience, then selects the functional activities of landless peasants; then introduces the methods of measuring welfare of landless farmers. The fourth chapter is the core part of this article, it measures the welfare effect of less than45years old,45to65years old, more than65years old land-lost farmers on the basis of the third chapter. The fifth chapter is the research conclusion, it puts forward the policy suggestions to improve the different age stages of land-lost farmers welfare according to the research conclusion, finally puts forward the deficiencies of this article and future research direction.This thesis draws the following four conclusion:(1)The effect of rural-urban land conversion to different age stages of land-lost farmers is different.Rural-urban land conversion makes the welfare level of landless farmers’ decline. The welfare of45-65years old landless farmers is down by18.04%which falls most. Second is the less than45years old land-lost farmers, decreases by17.12%. And more than65years old land-lost farmers welfare drops12.74%which drops least.(2) The effect direction and degree of rural-urban land conversion to different functional activities of different ages land-lost farmers is different.Land conversion makes the level of peasants’ functional activities of the economic situation, living environment, health, social participation decline and the falling proportion of social participation is largest. It makes the level of functional activities of social security and home conditions rise. The effect direction of social interaction and leisure, opportunities for development to different ages landless farmers is different. It makes the level of functional activities of social interaction and leisure of less than45years old farmers decline while45-65years old and more than65years old farmers rise. And it makes the level of social interaction and leisure of functional activities of less than45years old farmers decline while45-65years old and more than65years old landless farmers rise.(3) The willingness of land acquisition and the participation of farmers in the process of rural-urban land is low.As can be seen from the dependence on land of farmers, although they generally consider rural farming make little money, in addition to the scale of farming, however, they still have a higher dependence on arable land. and with age increasing, the dependence on arable land increasing, it is because that arable land has the features that not only provide economic source of income, as well as to provide the necessities of life and livelihood security.Due to it still has a big gap between the current compensation standard and the farmers expectations and the social security of landless farmers is not very perfect, so The farmers’ willingness of land acquisition is generally low. Meanwhile, the participation of farmers’ in the process of rural-urban land conversion is not high, and rural-urban land conversion is mainly led by the government, there is no chance for the farmers to fight for their own interests, but everyone wants to have the opportunity to express wishes freely and want to be respected, which is the important functions composed of the farmers welfare indicators. Therefore. it’s need to improve the level of participation of farmers, and make the satisfaction of land expropriation higher with the same standard of compensation.(4) The level of education has relatively large impact on farmers’welfare, the greater the age, the lower the level of education.Education level of the farmers is not only affects the land-lost farmers re-employment, but also affects the land-lost farmers life attitudes toward the future and the acceptance of urban lifestyle. Less than45years land-lost farmers due to their high education level have a strong acceptance ability to the arranged job training and employment of the preferential policy for the land expropriation; but for the land-lost farmers aged45to65, because of the limitation of age and education level, they look for a job is inherently difficult, and plus their own role in the family, they still need to make money. Therefore, The effect of rural-urban land conversion to the45-65years old landless farmers is greatest.
