Supply chain finance is the integration of logistics, fund flow and information flow. While providing effective financial support to the flow of goods in the supply chain, it helps banks, logistics companies, financing enterprises and even the supply chain to achieve a win-win situation. Supply chain finance not only effectively improves the contradiction between banks and small and medium enterprises(SMEs) about financing, but also injects a source of vitality into the acceleration of economic development mode transformation in the period of China’s "12th Five-Year". In China, being a new financing mode, supply chain finance develops very quickly, but it has encountered many problems and lack of systematic theoretical basis.Previous researches mostly analysed the problem of financing decision in a cash-constrained supply chain from the point of financing companies in the supply chain. The paper studies a cash-constrained and two-stage supply chain system including a single manufacturer and a retailer from a new perspective of commercial banks and other lenders, aimed at commercial banks and other financial institutions to provide financing services to the upstream and downstream enterprises in the supply chain. The problem of commercial banks’financing decision is studied through establishing mathematic optimizes models under the framework of the newsvendor model. Then the results of analog simulation show that the proposed model is feasible and accurate. The main contents and results are as follows:(1) This paper investigates lender’s problem of financing both the firms by making a joint decision on the loan amount and comparing it with the case when lender makes independent decision on loan amount for both the firms. The numerical study indicates that if one of the firms in the supply chain has sufficiently low cash, joint decision referred to supply chain financing may be better not only for the lender but for the retailer and manufacturer as well. It is an important guiding significance in the practical operation of commercial banks’ financing services for cash-constrained supply chains.(2) According to the joint decision model selecting from commercial banks, further the paper incorporates some decisions of the enterprises into the loan to value ratios model of bank which controlling risk based on downside model, and discusses the relations between commercial banks’ financing decisions and the loan to value ratios. The research and case study show the influence of manufacturer’s whole price, the return policies and the disposal value of surplus products on the loan to value ratios. Being actively involved in the overall operation of the supply chain, banks can increase their loan proceeds. The analysis concluded that future research of mortgage loan to value ratio can expand in commercial banks. It is an important value for the credit financing practices of supply chains in reality.The research gives the classification of supply chain finance from a new point of view, built quantitative models under various situations. It enriches the theories of supply chain finance and also provides the basis for borrowers’ decision-making.
