With the advent of the new economic era characterized by economic globalization and the Internet, in order to adapt to the technological revolution, and to meet the challenges of the knowledge economy era to participate in world competition, an increasing number of enterprises have a positive attitude to innovate their organization and management efforts to be more flexible, flat and virtualization. In this social context, human resources outsourcing industry emerged.Human resources outsourcing services have nearly30years’course of development in China, but compared with the internationally renowned multinational human resources services, human resource outsourcing service providers in China still exists the following problems of low professional and technical level, Non-standard management, low customer satisfaction and small-scale, leading to a not obvious overall competitive advantage of China human resources outsourcing service providers. Therefore, how to improve the performance of our human resources outsourcing service providers to have a higher service quality and service efficiency and how to improve the service level of outsourcing service providers to create more value, enhance market competitiveness and achieve the unity of economic and social benefits is things urgent to be solved for human resources outsourcing companie. This article is in this context.Firstly, this paper sorted out and summed up the domestic and foreign scholars’ research literature on the connotation, motivation and performance evaluation in human resources outsourcing field. On this basis, using expert survey method and questionnaire method to filter the factors affecting the performance of human resource outsourcing service providers, and using SPSS17.0to carry Factor Analysis, Reliability and Validity to performance indicator system. Ultimately, this paper determined39performance evaluation indexes of the14dimensions from four aspects of economic performance, social performance, customer value performance and internal management performance.In the choicing of evaluation method, this paper uses the IFCA characteristics of group identification analysis methods. This method can fully endorse the views and perspectives of the measured object, objectively obtained the structure of the weight of each evaluation object iews, that is value parameter, and then through the poly class analysis, this paper get the "mainstream value parameter". Through IFCA characteristics of group identification analysis, the results can be more objective and convincing.In applied research, this paper uses the human resources outsourcing company-F as the evaluation object. Combined with the performance evaluation index system of human resources outsourcing service provider, this article uses the IFCA characteristics of group identification method to carry the performance analysis. By analyzing the mainstream view, this paper put forward the proposal of improving the performance to Company F, and at the same time, to make a few suggestions on the improvement of our human resources outsourcing services market.
