| Facility agriculture is a kind agriculture for effective production with better economic benefits by improving or creating a suitable environmental for plant and animal growth in a certain range. Development facility agriculture in Tibet can take advantage of solar energy resources, improve people’s diet structure, land utilization; increase farmer’s income, so the facilities of agriculture in Tibet has been booming. However, during the operation of the project, a number of shortcomings and weaknesses have been exposed:Some facilities do not meet the market demand; lack of coordination between the various government authorities and so on. In this case, a post project evaluation must have been done to improve the efficiency of facilities.Although some works on post project evaluation have been done, these evaluations are either single, no systematic and comprehensive, or the lack of appropriate theory basis. For the shortage of existing evaluation, this thesis based on practical, applied project evaluation methods to carry out post project evaluation for Tibet Facility agriculture more systematic comprehensive. By combing evaluate ideas and to develop a reasonable and feasible evaluation system framework by researching, hoping to improve Tibet agricultural facilities efficiency, found some issues need to be addressed, for the project better follow-up construction and operation. Based on the special situation in Tibet agricultural facilities, combined with conventional methods of post project evaluation, the contents and indexes of evaluation had been chosen and the contents including environmental assessment, financial evaluation, social evaluation and sustainability evaluation of the project. To carry out the post project evaluation methods of contrasting and logical framework analysis were applied.A facility agricultural project of a county in Tibet has been evaluated by the theory and method of above, the result shows:the financial internal rate of return is4.5%; the payback period is13.34years; indicating that the project profitability is poor. However, in terms of social benefits has a positive meaning, the income of farmers, employment rate and social justice in the project area have been improved; This project also improved the land utilization, but the productivity level needs to be further improved; There are some conflicts between the project and local leisure culture. The ecological evaluation found that the soil nutrient in greenhouse is imbalance and salinization, which is caused by irrational fertilization and irrigation; the results also show the capacity for sustainable development of the project is weak, The problem of the agricultural facility project have been found by studied, and some improved suggestions have been made, these suggestions including construction Information platform, perfect service system, introduction of competition mechanism, optimize the allocation of resources to play the greenhouse effectiveness. |
