Study On Project Evaluation Of Facility Agriculture In Fiscal Support

Facility-agriculture is a development program important to modern high-efficiency circular agriculture and is a choice that has to be made to transform and upgrade agriculture, and in recent years has been given increasing support by government. This paper has a comprehensive discussion on government-financed facility-agriculture programs. Now experts both home and abroad have researched deep into the economic assessment of agricultural programs with maturing evaluating indicators and methods, but basically have just begun research into social and ecological environment assessment of agricultural programs which need many improvements. As for government-financed programs, more attention is paid to their social benefits and ecological environment impacts. In the light of that, this paper presents a model for comprehensive assessment of government-financed facility-agriculture programs, which is expected to serve as reference for government’s decision-making and performance management.First, this paper sets out the research background and the research developments at home and abroad, and based on that finds out its direction in the research.Next, this paper introduces the profile of government-financed facility-agriculture programs, and clarifies the mindset and contents of program assessment that reflect the characteristics of such programs; also establishes the assessment method in this research through analyzing relevant assessment methods.After that, evaluating indicators are gathered extensively from past research results in the aspects of agricultural programs and public programs and are preselected according to the actual conditions of government-financed facility-agriculture programs, and are filtered and added through survey and questionnaire. In this way, an evaluating indicator system is established for the government-financed facility-agriculture programs. Then in accordance with the specifications in this field and experts evaluation, the indicators are assigned with definitions, calculation methods and values, and are set with weights through analytical hierarchy process.At last, the indicator system is tested with case analysis for its applicability and the credibility of its assessment results; besides, the shortcomings of this research are analyzed and the direction is the future research is proposed.
