In Chinese rural cooperative financial support the "three rural" has an important role in economic development, as Chinese financial system, an important part of the rural cooperative financial body after decades of development has changed from the early rural credit cooperatives, rural cooperative Foundation to the present village banks, fund cooperatives and other cooperative financial organizations, in agriculture, they demonstrated a significant role. China and Japan jointly owned by East Asian culture, the cultural background have a lot in common, Japan, rural cooperative financial business model, government support policies are worth learning from. Rural Cooperative Finance in Japanese major rural financial services provider, the Japanese rural economic and social development has played an important role. The characteristics of Chinese rural financial needs also determines the cooperation can better meet the financial needs of rural finance. This paper selected Japanese rural cooperative financial support system for the study of the starting point, to analyze the government’s support for the cooperative financial policy, to understand its development path, learn from experience. This article first briefly co-finance production and development theory; then elaborated on the development process of Japanese Agricultural Association and policy support; followed by the use of game theory quantifies the cooperation between the Government and the loss of non-cooperative organizations; final in-depth analysis of rural credit cooperatives, agro-based Council of the development process of the new cooperative organization, indicates the presence of a series of questions, and finally for the actual problems, discuss how our government laws and regulations, to cooperate on policy directions and financial organizations support, which for my Chinese rural economy to power.
