At present, with the reform of rural credit cooperatives work in progress, problems met in the reform more and more, more and more complex, how to effectively deal with these issues, has been at all levels of credit management problem. These problems are the reform of the challenge, but also opportunities. Since the rural credit cooperative union JJ county since the end of2005to achieve the unity of legal person, achieve rapid development in the field of corporate governance, management, business development, risk prevention and control, not only firmly establish its position in the development of county economy can not support the substitution effect, and greatly improve the staffs sense of happiness and a sense of dependency.Even so, the short board the problem of rural credit cooperatives, management also appear in the JJ County Rural Credit Cooperatives, which have such as the imperfect corporate governance structure, management system and ownership is not clear and business development is single management problem, also have problems such as lack of vitality of enterprise culture construction, human resource management framework not reasonable or not the establishment of human resource management system. How to solve these problems in the reform and development, become JJ county cooperative problem itself for sound and rapid sustainable development.This paper firstly from the related theories of human resource management system, and based on this theory, analyzes the present situation of JJ County Rural Credit Cooperative Association of human resource management, and puts forward "the Trinity" human resource management system targeted, in order to solve the JJ County Rural Credit Cooperative in the process of human resources management problems and defects."The Trinity" human resource management system includes process management system management system, management system, a total of three subsystems. Among them, the organization and management system is mainly responsible for the organization and management to establish a high-level leadership, to assume various middle organization and employees to participate actively in the top-down, in order to ensure "the Trinity" human resources management system can be a powerful execution; system management system through the establishment reasonable recruitment system, training system, system, keep people with the salary system and exit system of rules and regulations, standardize the operation of the whole system; process management system is based on the "the Trinity" operation management, namely the design demand, human resources management system of human resources management system design and management system of human resources development and assessment and evaluation for extending process management, to achieve the optimization of human resource management, improve work efficiency, enhance the profitability of the business purpose.
