Performance Management System (PMS) is a dynamic system process of the combination of the management of the enterprise and the management of the staff. It can effectively support the enterprise decision-making, and help companies achieve strategic objectives through a series of performance indicators and content assessment, and also can promote the development of the employees better so as to realize enterprises and employees both win. The efficient PMS is an important part for an enterprise to achieve its operation targets.In recent years the development of the communications industry reached a bottleneck. The market size and the capacity increasingly tend to be so saturated to make communication operator investment growth close to stagnation. If the Jiangxi TF Company needs to continue to maintain rapid growth to create a more excellent performance, it must establish a PMS suitable for the present to give full play to the enterprise staff’s enthusiasm and creativity. It can grasp the latest industry trend so as to find new revenue growth with more excellent services and extension services, and with the expansion of service scope. It can realize such an enterprise’s strategic goal of reengineering a Jiangxi TF Company during five years and rebuilding excellence performance.At first, the author has carried on the thorough analysis on the current performance management situation of Jiangxi TF Company, and identified the gaps which still exist in the performance management such as unreasonable evaluation index and unclear standard. Performance evaluation results didn’t really get effective use. The current performance management system does not meet the development of the telecommunication service industry nowadaysSecondly, in the further study of PMS on the basis of relevant theories, the author has made use of the PMS theory to restructure the PMS for Jiangxi TF Company, to establish a scientific modern PMS suited to the characteristics of the enterprise at this stage, to make the performance management play their role in inspiring staff enthusiasm and innovative ability, and promoting the enterprise’s competitiveness. Finally, this paper introduced the implementation essentials and implementation plan of Jiangxi TF Company PMS. The author pointed out the difficulty and the suggestion in the process of remodeling of Jiangxi TF Company PMS.
