With the development of logistics industry and the improvement of living standard, the demand for some fresh food such as fresh fruits, vegetables and milk is becoming higher and higher year by year. Minor batches, variety and high-preservation have been the main characteristics of dairy product cold chain logistics. This means higher requirements for cold chain logistics. However, the idea of "product first, circulation second" has been restricting the safe and quick distribution of cold chain logistics. Agricultural products supply characterizes with traditional mode made of storage and transport, enterprises at different stages lack enough coordination; related departments at different levels of government pay little attentions to the supervision of food safety during logistics process; a wholesome cold chain system has not come into being; the proportion of fresh agricultural products under the conditions of refrigerated storage and transport is very low.The requirements of the fresh food quality is getting higher and higher, the size of the cold chain logistics companies is constantly expanding, third-party logistics have gradually been valued by cold chain logistics enterprises, cold chain logistics enterprises outsourced part of the work to the third-party logistics enterprises, this can not only save costs, but also improve the efficiency. The establishment of third-party cold chain logistics system is an important task, but the research of third-party cold chain logistics system is little, there is nothing to build third-party cold chain logistics system and evaluate the operating results of the system. So the paper based on the third-party cold chain logistics, juxtapose the third-party cold chain logistics with Japan and the United States, and concluded the third-party cold chain logistics system features of United States, Japan and other developed countries. The paper compare our current third-party development of cold chain logistics and find our problems. Then the paper build the third-party cold chain logistics system,and study supplier selection factors,and study the necessity of Partnership building and information platform construction. Basing on the related literature,the paper selected the human resources, the level of management, the technology and equipment and the strength of enterprises, then select the sixteen two indicators to evaluate third-party cold chain logistics system. Second, the paper establish a rational evaluation index system, and finally verified the operating results through specific companies by the fuzzy comprehensive evaluation method.In this paper, the third-party cold chain logistics theory and related research are applied to real enterprise management. In order to make some breakthrough in third-party cold chain logistics research, and provide theoretical and practical guidance in third-party cold chain logistics enterprises in China.
