In the global circumstance of economic integration and innovation globalization, China’s rail transportation equipment manufacturing industry is facing fierce competition, complex specialization as well as more cooperate opportunities. The demand quantity and quality of China’s rail transportation equipment manufacturing industry is increasing. The whole industry is going into the golden period. If China’s rail transportation equipment manufacturing industry wants to grow in an open environment, they have to break boundaries, and combine outer resources and inner core capabilities. The road of open-independent innovation is an inevitable choice.This paper chooses the open-independent innovation capability of China’s rail transportation equipment manufacturing industry as the research object, using literature analysis approach, combining theory and empirical research approach and quantitative and qualitative analysis approach. It analyzes the motivation and mechanism for China’s rail transportation equipment manufacturing industry to exert open-independent innovation. With the aid of entropy value method, this paper establishes evaluation system to find out the problems by combining the evaluation results with actual data. At the end, it puts forward promotion strategies for China’s rail transportation equipment manufacturing industry to exert open-independent innovation capability. At first, combining previous research, this paper defines the open-innovation capability of China’s rail transportation equipment manufacturing industry. On the basis of definition, it analyses the motivation the internal mechanism. It also establishes the open-independent modes of China’s rail transportation equipment manufacturing industry. This paper establishes the evaluation system of open-innovation capability of China’s rail transportation equipment manufacturing industry based on the entropy value method. It selects industry data from2008to2011. By analyzing these data, it puts forward achievements and the problems existing in the development process. The problems mainly exist in five aspects:the core technology, new product development ability, key parts’localization, R&D and human resource structure; Finally, with reference to the empirical analysis results, this paper puts forward strategies from the talent, technology, system and environment, pointing the way for the development of China’s rail transportation equipment manufacturing industry.
