Among them, a largepart of floating people are from country to urban. The number of migrant workers was from120million in1995to220million in2009, to253million in2012. Migrant workers havebecome a major force in China’s economic construction. Among them, the women farmers aregrowing. Women migrant workers account for more than30%Up to about80million. Thenumber of female migrant workers reached more than80million. In the building of socialismwith Chinese characteristics they are becoming more and more important, and play asignificant role in China’s reform.However, relevant information and our survey shows that China’s female migrant workersin the current employment situation is not optimistic and currently female migrant workers’security policies are increasing, but still does not completely protect labor rights. Existing laborlaws are more, but for female migrant workers special legal is seldom. The labor market are notregulate, and security level is uneven. Various reasons leading to female migrant workersparticipation enthusiasm is not high. They work in the city, but Live at the bottom of society.They do the dirty, bitter, tired work that other people don’t want, but can only get meagerincome. A variety of security is not in place.Currently, government and academia has not formed a basic consensus about what kind ofsecurity system of migrant workers should be established exactly on China’s market economyconditions. Therefore, the basic goal of female migrant workers security system construction isfuzzy. The construction of female migrant workers security system in China has not formed anoverall framework. In this paper, from the basic national conditions of our country, accordingto the characteristics of China’s female migrant workers and meet in the city life problems,starting from the five aspects of social insurance, employment policy, labor market, family life,social and public services, building a set of perfect female migrant workers safeguard system.In order to ensure the effective implementation of this system, this paper puts forwardsome constructive opinions and suggestions. Improve the social security system, increase therate of insurance. Establish and improve the employment security policies, eliminate institutional obstacles. Perfecting the legal construction, safeguard the legitimate rights andinterests of women migrant workers. Insist on the concept of human female migrant workers,gradually improve the quality of life. Improve the education and training system, strengtheningthe female migrant workers employment ability. To improve female migrant workers’ quality,strengthen into the city life.
