With the advent of the knowledge-based economy globalization, the high-tech enterprises have been developing prosperously and quickly. The research and development activities encourage the high-tech enterprises to enhance core competitiveness and expand market shares. Therefore, it’s crucial that the high-tech enterprises should stimulate the enthusiasm and creativity of R&D personnel. However. in order to improve the incentive mechanism of R&D personnel, the value of R&D personnel must be measured accurately. Nowadays, the researches about Human Resource Value mostly concentrate in the management of various industries.but those that focus on R&D personnel are relatively few. This paper attempts to build one R&D personnel’s value measurement model of high-tech enterprises on the basis of the existing research results of the Human Resource Value,.We expect to provide objective scientific references for the R&D personnel to establish incentives mechanism and contribute to measurement theory and empirical research.This article selects R&D personnel in high-tech enterprises as the research object. Firstly, it analyses the value connotation of the R&D personnel according to the characteristics of R&D personnel. Secondly, it establishes some indicators of the research personnel’s competency as well as the index system of the research and development positions. Thirdly, combining scoring evaluation method with Hay evaluation method, it carries out the horizontal and vertical comparison between posts to reflect the value of posts more objectively. Finally, combining the value of research and development positions with R&D personnel competency cleverly, it builds R&D personnel value measurement model simultaneously based on the idea of the current value theory proposed by Mr. Li Shi cong.The high-tech enterprise R&D personnel value measurement model develpoed in this thesis provides theoretical guidances for the enterprises and provides the references for human resources management work, such as R&D personnel training and development, performance evaluation and the overall quality of evaluation, compensation management, career management. Which lays the foundation to improve the incentive mechanism.
