SBU is strategic business unit, which is a unit in the company, or functional unit.SBU is based on independent product,kind of industry or market-based, which is made up of enterprise business unit or some strategy organization. In the SBU model, strategic business units must be accord with the company’s overall goals and strategies, the implementation of their strategic management process. With the development of enterprise itself and the market environment changes, the company’s organizational structure is not inherently the same, on the internal SBU building and in the construction process of the human resource allocation problem has become a business management of exploration direction.This article starts from the introduction of a corporate organization theory, introducing a modern enterprise organizational structure change and development trend.Modern western organizational structure evolution, trends and the latest organizational structure model (SBU) were analyzed as well. On this basis, the company’s organizational structure and problems of a profound analysis, on the necessity to accelerate the A’s organizational structure change, and pointed out the right direction for change SBU mode. And finally put forward the relevant SBU model building-related change ideas and implementation methods.Thus this paper focused on the construction of the SBU A company’s human resource allocation,in the aim of those state-owned enterprises are able to get use of the successful experience of Haier. Furthermore by studying the problem of allocation in the human resources, hoping to change the current management difficulty in A company.in addition,we also look through this study makes the traditional state-owned enterprise management system changes, destroying the barrier between the staff and the market of the wall, the line of state-owned enterprise reform has played a certain significance.
