Zhejiang Electric Transmission&Transformation Engineering Corporation (ZETT) is a wholly owned subsidiary of Zhejiang Electric Power Corporation. ZETT is a state-owned general contractor specialized in construction project sector with Class-A national construction enterprise qualification. This company has strong technical strength, advanced machinery and equipment. But with the trend of economic globalization and the factors of electric power system reform and so on, enterprises are facing increasingly fierce market competition. so only through making a reasonable business strategy and effective management can those companies adapt to the changing market environment, and increase the comprehensive competitive strength. Performance management is a core content of enterprise management, which is an effective tool to realize the strategy of the enterprise, and it plays an important role in creating the sustainable competitive advantage of enterprise.Based on the ZETT strategic analysis as a starting point, combining with the actual situation, this paper researches the establishment of performance management of the power construction enterprises according to the theory of Balanced Scorecard, Key performance index theory system of performance management theory. The first part of the paper, by analyzing the enterprise’s current situation, differentiate the opportunity advantage, threats and weakness of the ZETT, and then summarizes the strategic focus and critical principles in the process of implementing performance management what the enterprise needs. The second part, devise departments and staff performance management system of ZETT by using Balanced scorecard, Key performance indicators, and designs of the corresponding index system. The system realizes the breakdown of the enterprise’s strategic goal and effectively integrate of the employees performance, departments performance and enterprise overall strategy. The third part designs the performance management process of the ZETT. According to the research of the system theory, based on the actual situation of ZETT, performance management system process is divided into performance planning, performance implementation, performance appraisal, performance feedback and performance results application.The performance management system positions the purposes of performance management, combines the corporate strategy and performance management, establishes and improves the level of performance management index system, sets up a complete performance management process. It has a certain reference for the domestic enterprises, especially the implementation of performance management system in the power construction enterprises.
