The work of supervision as an intelligent technical service, the quality of supervisors plays adecisive role for the quality of sevice. So in the fierce market competition, if the supervision enterpriseswant to survie and develop themselves, it is necessery to set up a long-term and effective talent strategy.This paper makes the strategy concept of "people-oriented" practicable from four aspects of the talents’selection, education, employ, and retention, and meantime basing on the strategic performancemanagement, it provides effective means for supervision enterprises.In this paper, through the study of the balanced score card(BSC)and key performance indicator(KPI)method, the paper establishs a performance management system based on supervision ofenterprise strategy and project management to provide a better management train of thought forsupervision enterprise by application.Firstly the paper concludes that supervision enterprises should pay attention to the designedproblems on the performance management system by analyzing the present situation of supervisonenterprises from development strategies, organization structure, employee characteristics and enterpriseculture. Combineing with the enterprise’s goals on strategy development, it establishes a comprehensiveevaluation system and the evaluation index of the project department, using the balanced scorecard;basing on the above, using the key performance indicators (kpis) method it determines the projectdepartment director as the core of supervision personnel appraisal index system, according to differentresponsibilities of different positions, again, it decomposes the project department work goal to thesupervision individual, and realizes that all staff industriously achieve the the enterprise strategic goals.Secondly it analyzes and discusses the objectivity of the performance evaluation index weight onthe basis of the expert scoring method, and synthetically uses Delphi method and Analytic HierarchyProcess (AHP) to determine the weight of the each index; meantime it brings in the project difficultycoefficient among the various the evaluation systems of project departments, and discusses its feasibility;in addition to the paper also analyzes the inspection cycle, evaluation personnel.Finally the paper preliminarily realizes the application of performance appraisal results byexamples, and puts forward the combination of short-term and long-term incentive schemes.
