In Order To Construct A New Type Of Rural Cooperative Financial System In Our Country

As the rural area has been undergoing a financial repression state long before, the problem that should first be solved during the new socialist countryside construction is how to reform the existing rural financial system, so as to achieve the reunification of the function of financial services. Cooperative finance which has been exsisted in the world for more than160years, is still proved to be effective form of finance for "vulnerable groups" to solve financial difficulties. The new practice of cooperative finance in China has surfaced, this paper is committed to making some new exploration in this field.The article firstly analyzes the characteristics of rural financial needs, the existing main supply situation of financial institutions, and confirms the low efficiency in which the existing rural financial institutions perform in the"three rural" through empirical analysis, then with the information economics the article demonstrates that the causes of puzzles between financial supply and demand lie in the exogenous arrangement of the existing financial systems which will encounter many problems, such as information asymmetry, high transaction costs, capital risks and other issues, when it comes to serve the"three rural". The next part combining the basic principles of cooperative finance, concludes that rural financial needs have its own speciality from the point of view of the social characteristics, and taking cooperative financial experience.domestically and internationally,as examples,we prove that its development is not only necessary, but with a full feasibility, both in theory and practice,then put forward the ideas of reconstruction of the cooperative finance system with community mutual funds as carrier, under the cooperation of community-wide multiple elements and integration of community mutual funds. As a new attempt of reform,to build a new cooperative financial system will inevitably result in various problems, we come up with some suggestions, including building a sound legal system, changing the way of regulatory approach, innovating the methods to support,etc.
