As carbon emissions become a sort of scarce economic resource nowadays,climate change has also evolved from an environmental problem to a globaleconomic issue. In recent years, international carbon trading scale expands rapidly.Countries are accelerating in establishing their own domestic carbon market. Moreand more investors and financial institutions involved in the field of carbon financeto snatch the opportunities and future dominance brought by development of carbontrading. China is the world’s largest carbon emitter and therefore has abundantcarbon reduction resources. We should not stay aloof in participating in the market,but should prepare in advance and promote it vigorously. This essay takes theconstruction issue of China’s carbon market as research subject, tending to point outhow China should choose its own developing path in line with the internationalcomparison and reference. The article starts from the research in current situation ofChina’s domestic carbon market, and identifies its major problems. After that, itgives a systematic introduction to some representative foreign markets, withparticular attention to their achievements, market frameworks, problems, etc. Then,through comparative analysis, it summarizes the experience and inspiration, andreveals the law of how to develop a carbon market, and makes clear the direction ofChina’s market construction. At last, it indicates the basic principles which should befollowed in the course of constructing, and further addresses the measures that thegovernment, business and service agencies located in China could take. On this basisof above, it proposes the overall strategy and specific measures.
