Study On Village-level Financial Management In Poverty-stricken Counties

As a large agricultural country, the “three rural issues” is a top priority in China.Due to poor resource endowment conditions, poor areas lack required improvementsto their own economic development status of hematopoietic capacity. To achieve the"strengthen agriculture, benefit farmers and rich peasant" policies, the governmentregards the poverty-stricken counties as a key poverty reduction target, and invests alarge number of poverty relief funds and materials to support their development.How to implement these policies, increase financial investment undoubtedly is thecritical factor. However, the strength of poor rural areas’ own function also seriouslyaffect the realization of the policy. Poverty relief funds and projects tended toimplement to the villages in poverty counties, that made the village-levelorganizations become the important vehicle to achieve the policy. Therefore, how tomake a good use of the "three rural" resources to improve poor rural areas’ ownhematopoietic function, the village-level financial management is the key to success!Under the guidance of Regional Economic Theory, Principal-agent Theory,Game Theory and Internal Control Theory, we conduct a analysis of the reason whyrural economy lagged behind, the dual agency relationship of the village-levelfinancial management, the double game relationship between village committee andtownship and villagers, the incentive and restraint mechanisms in village-levelfinancial management. Poor counties’ village-level financial management model,fund raising, collective asset management, the efficiency of poverty alleviation fund,and financial foundation work, problems in these areas are analyzed. Then, weconducted main cause analysis. Base on these, we learned from foreign successfulexperience and combined with the concrete practice in our country, put up thesesuggestions such as consolidate economic foundation, strengthen the construction ofvillage financial system, improve the village financial supervision system, expandthe village financial talent source and put forward to strengthen the village financialposition construction to improve the village-level financial management in ourpoverty-stricken counties.
