Poverty-stricken Counties Industry To Enhance Research, Development And Sustainable Competitiveness

Poverty-stricken county is the focus and difficulty of county economy. Only the 592 national poverty-stricken counties(account for 21% of all 2862 counties)have 12.66 million rural impoverished people , account for 59% of the all in 2006. Poverty-stricken county fall behind the national average level in major economic and social index for 10-15 years, then make supporting sense for bridging the gap in regions and speeding up the race of aid-the-poor.Since central government has chosen the first national poverty-stricken counties in 1986, domestic referee made a lot of study mostly around how to improve performance of poverty alleviation development. The writer think poverty-stricken counties have to foster their own competitive industries to stably cast off poverty and continually develop under Market Economy. Because lots of poverty-stricken counties are confronted with the dilemma of double low in marketability and sustainability, so this paper study their industrial development focus on promotion of sustainable competitive power. Promotion of sustainable competitive power is in favor of poverty reduction through development, ecological conservation, construction of the new countryside, narrow the gap of regions.This paper keeps representative source theories and analysis models of industrial competitive power as guiding ideology, utilizes the research methods of normative analysis, positive analysis, system analysis, comparative analysis, static analysis and dynamic analysis, put the 592 national poverty-stricken counties as the object of analysis. It assesses their industrial competitive power and researches the main restrictions in their industrial development. It constructs the influencing factor model of sustainable competitive power and put forward strategic measures of promotion. Then it makes classification analysis putting 3 poverty-stricken zones in Hebei as the case. The content of this paper includes 6 chapters:Chapter1 is introduction. It firstly indicates the background and meaning of this thesis. Then it introduces document of industry competitiveness at home and abroad. At last it points out the train of thought, research methods and innovation.Chapter2 dissertate the theoretical analysis of sustainable competitive power of industry. Firstly it defines the meaning of poverty and poverty-stricken counties, industrial competitive power and sustainable competitive power. Then it introduces some classic source theories of industrial competitive power , for example, Comparative Productivity Theory ,Comparative Advantage, Competitive Advantage, Innovation Theory, Industrial Competitive Power Differentia, etc. Then it introduces some classic analysis models, for example, Diamond Model ,GEM Model and Industrial Competitive Power Model. At last, it refines these theories reference value, and constructs theoretical basis and analytical framework for analysis of poverty-stricken county.Chapter3 dissertate current situation and restraint factors about sustainable competitive power of industry of poverty-stricken county. Firstly it assesses industrial competitive power of 592 poverty-stricken counties from angles of market share and profitability, industrial efficiency, industrial structure, coordination of ecological resources and industrial development. Reach the conclusion that both market competitive power and ecological resources bearing capacity are low in poverty-stricken county. Then it locates the stage of sustainable competitive power of industry of poverty-stricken county. Reach the conclusion that poverty-stricken counties are totally in the primary stage. At last it gives comprehensive analysis of main restrictions from angles of poor natural condition, shortage of resources, lagging in market economy systems, weakening in governmental supporting function, etc.Chapter4 dissertate how to construct the influencing factor model of sustainable competitive power of industry to make clear the breakthrough points of countermeasure. The core element is the capability of optimizing the economic structure, which including special industry fostering capability, key enterprise growing capability and industrial cluster developing capability. The driving element is the capability of industrial innovation, which including technology innovation capability and institutional innovation capability. The supporting factor is the capability of building the environment, which including the capability of aggregating production factors, perfecting the Market Economy System, optimization of governmental function and sustainable ability of ecological environment. These factors promote and restrict each other, then form a dynamic model.Chapter5 dissertate the strategic measures of promotion sustainable competitive power of industry, which should be took by poverty-stricken counties. According to their practice of industrial development poverty-stricken counties should foster special industries, come into being industrial cluster, improve technology innovation abilities, improve the market system and strengthen governmental functions of supporting and guiding.Chapter6 is to make classification analysis. The situation in poverty-stricken counties is in endless variety, so we should make classification analysis. There are lots of poverty-stricken counties in Hebei, which are mainly distributed in 3 poverty-stricken zones. They respectively represent ecotype poverty-stricken county, mountain area poverty-stricken county and mineral resources starvation poverty-stricken county. This paper analyzes the prominent impediment in their industrial development and the right way to promote the sustainable competitive power of industry.
