With the rapid development of science and technology, knowledge, technologyand the ability of innovation have become the most important aspects of a country’scompetitiveness. Although "made in China" filled each corner of the world, but in theinternational division of labor, China is in the low end of industrial chain, only sharelow profits. At the same time, along with the population dividend gradually disappear,to maintain China’s rapid economic development, we need to change the mode ofeconomic development and improving national competitiveness. Therefore, study howto improve the competitiveness of China is very important and urgent. The value ofhuman capital, especially per capita value of human capital can effectively measure ofa country’s knowledge technical level and the level of the ability of innovation. Andaccording to the latest research report, China’s per capita human capital valuecomparing with the developed countries still has very big disparity. Therefore, theresearch on how to improve China’s human capital value, to enhance nationalcompetitiveness in China is of great significance. This paper will influence the valueof human capital in our country from the point of view of factors, research to improvethe competitiveness of our country’s effective way.In this paper, firstly discussed the concepts of human capital value and humancapital summarized the domestic and foreign scholars ‘s related researches, andmainly summarized the accumulation ways of the value of human capital, and pointedout the deficiency. Secondly, based on the existing research results, considering theactual conditions of our country structured empirical model, empirical tested theinfluence factors with156samples of the Beijing, Shanghai, guangdong, liaoning,jiangsu, anhui, shandong, henan, hubei, hunan, guizhou, gansu12provinces duringthe year of1997and2009. Lastly,subdivided the human capital value into male andfemale, urban and rural groups and comparative study their influence factors.This article research conclusion is as follows: firstly, the education, health, thedegree of marketization and openness can significantly improve the value of ourhuman capital, the impact of education on the value of human capital is much largerthan Mincer returns estimated by domestic scholars to education; education andmarketization actually impacted the value of human capital most., while the actualimpact of health and openness are relatively small.Secondly, the gap of the value of human capital per capita between male and female are widen,which mainly due to thedifferences in male and female education returns; the impacts of marketization andopenness are small. Lastly, the gap of the value of human capital per capita betweenurban and rural labor are widen,which mainly due to the differences in male andfemale education returns, followed by the openness, which improve the urban humancapital utilization more than rural.
