India's Science And Technology Policy Implications For China

The software industry is the core and soul part of the information technology industry, is the basic and strategic industry of national economic development, and has the guiding, effective and strategic function in economic development. Under the current background of the world economy being in the doldrums, accelerating the development of the software industry has great significance to promote economic development, optimize the industrial structure, change the mode of the production and promote social progress. Science and technology policy is all kinds of regulations and policies made by the country as to promote the development of effective science and technology progress. The science and technology policy with no practice is a hollow one, and with no theory is a blind one. The study on the science and technology policy of the software industry in China started late, causes that its foundation is relatively weak, and facing a complex environment. In just a few decades, India software industry has become the powerful nation of world second software industry, under the circumstance of weak foundation and is weak, behindhand technology, this is mainly due to the scientific, practical and forward-looking technology policy of India software industry. As the old saying goes "by other’s faults, wise men correct their own", if we want to vigorously develop the software industry in China, we should actively learn from the successful experience of India, deeply study the development trend of software industry, grasp the law of the industrial development, reformulate and improve the science and technology policy of the software industry, establish the science and technology policy of the software industry which not only accords with the law of science and technology development, but also adapts the requirement of the market economic system, not only in line with China’s national conditions, but also adapts international competition, providing policy support for the rapid development of China’s software industry.This paper studies the enlightment of India science and technology policy to China by using a combination of literature analysis method, comparative analysis method, interdisciplinary analysis method and historical logic method. After collecting and reading a lot of literature about India software industry development and technology policy, this paper systematically expounded the development situation of India software industry, combed the features of science and technology policy of India software industry in different stages of development, summed up the characteristics and advantages of the science and technology policy of India software industry in the laws and regulations, personnel training, basic research, coordination, people-oriented aspect, technological innovation and other aspects. Through the research on the development situation of software industry in our country, this paper summed up the existing drawbacks of the science and technology policy in China’s software industry as per the aspects of lack of strict laws and regulations, lack of continuity in talent reserve, lack of guidance in basic science, lack of scientific feature in coordination, lack of humanity in the work atmosphere, lack of influence in technology reform and other aspects. Based on the existing problems, and combined with China’s national conditions, this paper put forward some countermeasures for optimizing the science and technology policy of our country’s software industry as per the aspects of maintaining the authority and continuity of the science and technology policy through legislation, attaching great importance to the human capital in the software industry development, playing a leading basic science in science and technology policy, combining with the overall arrangement of scientific plan in many aspects, creating a people-oriented and warm atmosphere, strengthening major projects research and making breakthrouth in technical barriers, and so on.
