The Science And Technology Policies Supporting Circular Economy Of Japan And Its Enlightenment To China

With the growth of population and the development of economy, China has been the second in quantity of GDP in the global. But at the same time, China is faced with a variety of issues, for example, how to coordinate the development among resources, population, environment and economy, society. Under this situation, China is pressing to change the traditional growth path into the path of circular economy, in order to ease the various domestic contradictions and to adapt the international development. At present in China, the construction of circular economy,after three phrases of introducing the concept, national decision-making and pilot run, has been guided by a series of science and technology policies, but still in the immature stage for lacking of support of the scientific, sound, effective system of science and technology policies. However, science and technology policies play an important role in developing recycling economy. Japan is the leader of recycling economy, so it is meaningful for China in both theory and practice to study the science and technology policy system of Japan.The thesis researches on the science and technology policies of Japan, which is the object of the thesis, including six parts, as detailed below.The first part includes the analysis of the background of this study, the literature review, the frame, the innovation and shortage. From the analysis of the current research on recycling society and science and technology policies in both China and Japan, we can see the novelty of the object of the thesis and it reveals the importance of study on the related science and technology policies of Japan, which is meaningful for constructing recycling society in China in the part of both theory and practice.The second part discusses the theory of circular economy. This section analyses the concepts, traits, model of the circular economy and the relation between the circular economy and the policies.The third part mainly analyses the background of the object of the thesis. This part analyses the inevitability of issuing the science and technology policy of circular economy in Japan from the national conditions aspect, and illustrates the feasibility from the aspect of the traditional Japanese science and technology policies, as well as the science and technology level of Japan. The background is similar with the Chinese in some extent, which reveals the necessity and urgency of completing the science and technology policy system in the field of circular economy.The fourth part researches the object of the thesis in detail from three angles. Firstly, from the view of content, the thesis discusses the concrete manifestations of the object, which shows the support for the building of circular society in Japan. Secondly, it studies the mechanism. The mechanism provides the path, the mechanism for the practice of the object of the thesis. The operating mechanism of the policies include:the cooperation among government, industry and university, the institution of management of technology, scientific education, evaluation over science and technology, the protection mechanisms, international cooperation. Content and mechanism constitute the scientific system. Thirdly, the thesis certifies the scientific nature of Japanese policy system once again through the achievement of the implementation of the policy in some specific fields in Japan. It also confirms the necessity of studying the object, exposing it is worth learning.The fifth part explores the enlightenment of the Japanese science and technology policies of circular economy. It includes:perfecting system of technological law, increasing input in the research of technology, scientific education, the combine among the government, industry and college, consolidating the mechanism of technology evaluation, optimizing the mechanism of motion and guarantee, sticking to cooperating with other countries. This part is the intention of the thesis. On the basis of analysis on both theory and practice of the object, we can obtain the enlightenment, which is beneficial for modifying Chinese science and technology policy in the field of circular economy and accelerating the speed of building recycling society to achieve the goals of constructing harmonious society and sustainable development.Finally, we summarize. On the basis of the innovation of this article, we can discover that the research of the thesis furnishes the theoretical and practical significance for China, and it points out the lack of the research and the direction of future research.
