As the trend of Economic Globalization and Economic Integration develops forward,regions connect and interact more frequently. To promote the competitiveness of regionaleconomy to a new step in the whole country even in the whole world, the construction ofregional industrial group and the degree of regional economy’s coordinated developmenthave become important factors in deciding their position in competition. For the past years,regional industrial groups have gradually come into being in China, Shenyang economic zoneborrowing east wind of Revitalize Old Industrial Bases，fully integrates the development ofmiddle cities in Liaoning province and this greatly promotes the whole region’s economicpower. Shenyang economic zone is a comprehensive reform experimental district set up fromthe strategic level, with the new industrialization into focus.
