In the report on the work of government in March2014, the Chinese government had publicly announced that it would continuously support and encourage the development of hydropower industry. This governmental support, however, will bring both opportunities and risks to the hydropower enterprises at the same time. As the reform of the Chinese power system deepens, many minor hydraulic generating enterprises need to pay attention to human resource management in order to survive in the more and more fiercely competitive market. As an essential prerequisite of a successful human resource management, the good system of performance management is vital to achieve the strategic objectives of the enterprises.In the beginning part of this paper, the domestic and foreign performance management theories will be summarized and the experience of the performance management of some familiar enterprise will be used for reference. Then the popular methods like the Key Performance Indicators (KPI) and the Balanced Score Card(BSC) will be expounded. Through careful research of the DM power company, the author systematically analyzes its status and problems of performance management. By using a verity of methods like KPI and BSC, the author presents a design proposal to update the DM company’s performance management system to fully tap the potential of the internal personnel. In the end, the author presents the measures to guarantee the effective implement of the new performance management system.The research of the system of the performance management of the DM company will be beneficial to the enhancement of the system of the performance management of many minor hydraulic generating enterprises theoretically and practically.
