Performance Evaluation Of County Financial Support For Agricultre In Fuzzy DEA

The double attribute of China agricultural courntry and agriculture is weak and the importance of nature, the government must support and protection of agriculture, at the same time, in order to further expand the county economy, realize the reform of government management, in2004China began to pilot the implementation of province governing county administration system. Because of limited financial resources,has the necessity and importance of analysis on the expenditureefficiency. Therefore, to explore the scientific performance evaluation methods, evaluation of agricultural fiscal expenditure at county level,and effectively improve the fiscal agricultural expenditure of fundsefficiency and the management level, is a very meaningful topic.In this paper, the county government as the research object, the performance of fiscal expenditure on agriculture as the main research contents, mainly do the following several aspects of work:1. Through analysis of the literature, this paper discusses the importance and necessity of this research. To explore the evaluation method is reasonable and effective to carry out a scientific evaluation of the agricultural financial expenditure performance, is the premise and basis of government support and protection of agriculture, is of great significance to the development of agriculture.2. Design the evaluation index system of financial expenditure for agriculture.The establishment of evaluation index system is a basic premise of DEA evaluation, on the base of analyzing the input and output of the county fiscal expenditure on agriculture, combined with the DEA method requires the evaluation index system, according to the comprehensive, concise, comparability, operability and establish the evaluation index system based on.3. Respectively using DEA and fuzzy DEA method to do the empirical analysis. First of all, the article explains the reason why the concept of fuzzy sets in the evaluation; secondly, to establish the DEA model and the fuzzy DEA model. By using DEAP2.1software and the cut set method; finally, selection and evaluation decision unit carries on the empirical analysis. Empirical analysis shows that, DEA and fuzzy DEA method as a solution tomulti input multi output evaluation method, is suitable forperformance evaluation of county fiscal expenditure for agriculture.
