At present, the capacity of independent innovation in our country is low incomparing with developed countries. The science and technology system cannotadapt the new requirement of economic development. The major problems can belisted in below, the mission and the object for subject of science and technologyinnovation are not clear enough, the cooperation among government, industry, anduniversity and research institute are not close enough, and the projects of innovationare not marched with the market demands. The causes for these problems are thatmore and more institutes are involved in the innovation activity due to the constantlyincreased cognition for the importance in science and technology innovation, leadingto daily increased complication and uncertain of innovation system as well as thedifficulty for innovation activity to be systemized, standardized, and ordered. Thus, itis necessary to develop new methods to analyze the behavior in order to fullyconsider the process and result of subject of technology innovation, as well asprovide evidence for policy making. The development of systematic science providesa new scientific way for us to better understand the world. Since the concept ofscience and technology innovation was public, it has been rapidly accepted anddeveloped. Study on science and technology innovation in systemized way will helpus to better understand its behavior and process.In this study, we firstly analyzed the subject of science and technologyinnovation and used philosophy concept in a logical order from phenomenon toessence. We referred the subjects who engage in the innovation, including threegroups; university, business and government which are involved in knowledge,technology and the lies of system to as subject of science and technology innovation.Although the legal functions of these three groups are different they all play centralrole in innovation activity. Science and technology innovation is experiencing adeeply developed process from a linear model which over emphasized the particular factors of innovation at the early stage to a systematic model which emphasizednonlinear and comprehensiveness at present stage. This developed process is a resultfor people to better understand the complication of “subject of science andtechnology innovation”.Next, we studied the major functions and constituents of three innovationsubjects; university, business and government. Based on the concept of systemicscience as well as a series of complexity of self-organization, nonlinear anddissipative structure which the individual subjects showed during interacting process.We proposed a management system and operating mechanism which will be benefitto promote the process of innovation subject.In order to promote our understanding for the subject of science and technologyinnovation and the ability to culture, we finally studied the main reasons that causethe complexity of subject of technology innovation and established a visual model.There are the evidences for us to seek the objective sources that cause the complexityof subject of science and technology innovation. Studies have showed that the systemof science and technology innovation is a complex adaptive system. Thus, we candiscover the mechanism of complexity based on a complex adaptive system-relatedtheory. During the complicated process of evolution, the subject of technologyinnovation showed an adaptation, while adaptation is the origin of complexity. Basedon materialism, we tried to find the general rule of adaptation and combined it withcybernetic model to address the cause of complexity of subject of science andtechnology innovation and to establish a reasonable and adaptable model.Furthermore, we analyzed the roles of reorganization of effect and internal modelthat appeared after the accumulation of multi-subject of technology innovation in thesystem of technology innovation, arranged the innovation of knowledge, technologyand system, and studied multiple types of innovation models to promote cooperativedevelopment of science and technology innovation system.
