With the global of economy and surging of new technology,especially the transconformation from world factory to self-innovation in China, capability of technological innovation becomes a key point. Modern enterprise has been turned to regional innovation networks(RIN).The four nodal points in RIN(enterprise,college and institute,government,medium) development together can promote progress of economy,improve enterprise's ability of technology innovation, all this can make enterprise develop continually.This paper study RIN is based on science of complexity. First, explaining the definition (including self-organization theory,dissipative structure theory,synergetics theory, chaos theory, CAS) and the feature(dynamic,open,adaptive) of science of complexity..Second,explaining the definition,frame(four nodal points and chains of every point) and the basic feature(innovative,dynamic,open,adaptive,enrooting) of RIN.Finally,we think RIN as CAS.Through investigation questionnaire, we get the samples of middle or little technological enterprise RIN,among them there are 117 effectual samples. These samples' reliability is tested and condition is analyzed, then using software AMOS 7. 0 ,we establish structure equation model about the four nodal points, we think the four nodal points developing together has better innovation capability,among them the best is college or institute to be the centre,at last ,we suggest every nodal point how to play the role around college or institute in future RIN.
