The County Government Responsibility Implement Of The New Rural Saocial Pension System

The State Council decided to develop The New Rural Social Pension System(referred to as the "TNRSPS") pilot work including10%of the counties in the whole country in September2009, which clearly provide the central government and local government in such aspect as system design, financial support and supervision responsibilities. In the pilot and promotion of the new rural social pension system for four years, has exposed a mumble of problems, including local laws and regulations are not perfect, policy propaganda does not reach the designated position, the collective allowance missing, rural pension fund management confusion and so on. In addition, financial support of the pilot government have not been able to play the good policy effort, the current TNRSPS in the northwest region exist some problems, such as the insured object pay cost is generally low, pension level cannot meet the demand of pension.This paper mainly discusses the county government should undertake responsibilities in the implementation of the new rural social pension system.
