On Fiscal Support For China's New Rural Social Pension Insurance

The rural social pension insurance system is the core of the system of rural socialsecurity, which is an important system for rural residents to solve the problem of old-agecare. Compared to urban pension insurance, the rural social pension insurance system hasbeen lagged far behind, under the background of accelerated aging progress in rural areasand rapid advance of urbanization, the traditional family endowment and land endowmenthas been unable to meet the demand of farmers.So establishing a new rural socialpension insurance system would be imperative.Rural social pension insurance system of China has entered a new phase,symbolized by the the implementation of new rural pension insurance system in2009.The new rural social pension insurance system has great significance on promoting theequalization of basic public services, ensuring the pension demand for rural residents andmaintaining harmony and stability in rural and urban areas. Compared with the ruralsocial pension system implemented in the past, the greatest progress of the newRural social pension insurance system is to strengthen the government’s financialresponsibility. Financial support is not only the basic requirement of public finance andalso an important manifestation of people’s livelihood finance. The effect of the financialsupport is directly related to the sustainable development of the new rural social Pensioninsurance system, different fiscal sharing mechanism at all levels also lead to differentlevels of fiscal burden. Therefore, the study on the financial support ability of new ruralsocial pension insurance is of great theoretical practical significance.The thesis in the perspective of financial support for the new rural social pensioninsurance, analyze and forecast the central and local financial support ability, in order toensure further of the implementation of the new rural social pension insurance system.Specifically, this thesis is divided into seven parts:The first chapter is the introduction, this chapter elaborates the the background andsignificance of the research, reviews the abroad and domestic research status, introducesthe research thought and methods and puts forward the innovation and deficiencies pointsof this paper. The second chapter is the theory basis of fiscal support for rural socialpension insurance and realistic demand. On the one hand, the theoretical basis includepublic product theory, function of finance theory and market failure theory; On the otherhand, the realistic demand include the rural aging population, weakening functions ofland and family endowment and increasing government financial resources. The third chapter introduces the present new rural social pension insurance and the characteristicsof its financial payment. First summary the present situation, then analyze its allocationmechanism from the two aspects of the central and local governments. The fourth chapteranalyzes the financial capacity of present new rural social pension insurance from threeparts, including rural residents personal financial ability, collective allowance, central andlocal financial support ability, the problems comprise short of payment, uneveninvestment in urban and rural areas,uneven geographical distribution and unreasonablecentral and local fiscal responsibility. The fifth chapter study on the sustainability offiscal payment. First forecast the rural population and fiscal income in the future, On thatbasis, it analyzes the central and local financial support ability and finally draw aconclusion that financial support of the new rural social pension insurance has long-termsupply capacity. The sixth chapter proposes some suggestion on fiscal payment in newrural pension insurance. Including enhancing the governmental fiscal spending,narrowing the difference between urban and rural financial subsidies, achieving equaltreatment in the region, clearing the central and local government fiscal responsibility,Vigorously developing the rural economy, Strengthening propaganda, accelerating theconstruction of legal system and fund management and so on.
