Studys On The Forest Tenure Mortsase In Yunnan Province

Forest tenure mortgage which is the important source of funding for theengineering of prosperous forestry and affluent the people, can activate elements offorestry production. Forest tenure mortgage could be used as the point of integrationfor the financial support of the new rural construction. The development of foresttenure mortgage has a natural forest resources advantage in Yunnnan province.Studying on the existing problems of the forest tenure mortgage in Yunnan provinceand putting forward the corresponding policy suggestions would promote thesustainable and healthy development of the forest tenure mortgage in Yunnanprovince.The author came into the counties and the villages of the Yunnan province tocollect the first-hand data.10sample counties and430sample households were theobjects of study. By anglicizing and processing the three kind date from county,village, households, the author summed up the current situation and existing problemsof the development of the forest tenure mortgage. At the end of the paper, the policyadvice about the development of forest right mortgage loan in Yunnan province waspresented.The Excel was used during the analysis about the current development situationof forest tenure mortgage in Yunnan, and line graphs, pie charts were used to auxiliarydescription. Farmer participation in the forest tenure mortgage was analysis of bystatistical method of ANOVA. On Farmers’ willingness analysis, clustering analysismethod was used. The main research contents and conclusions are as follows:(1) The theory and practice of forest tenure mortgage at home and abroad weresummarized. The author focused on asset assessment of forest resources and foresttenure mortgage mode, analysis that empirical studies much more than theoreticalresearch. The author found that the domestic study on forest tenure mortgage lack ofregional characteristics and pertinence.(2) Yunnan province forest tenure mortgage development is rapid and large scale.But in the process of empirical research found that the development of various regionsin woodland size, the loan amount and units mortgage price were different, fullydemonstrated the Yunnan province forest tenure mortgage development otherness and lopsided. In addition, compared with the forest right circulation, forest tenuremortgage is more market and potential, but the forest tenure mortgage’s popularity isin low level. Commercial banks participate in the enthusiasm was not high.(3) The units of land area, amount of money of farmers in the forest tenuremortgage were small, which increased the cost of loans and reduced the efficiency ofuse. Forest tenure mortgage had a significant influence for farmer family of forestryproduction investment, but not for the forestry production income. The main reasonwas that the loan period was shorter, but the forestry production cycle was longer.During this period forestry investment taken by the forest tenure mortgage did notshow obvious income effect.(4) In Yunnan, the forest tenure mortgage policy, forest resources assessment andforest insurance policy awareness were very low which made farmers in thesatisfaction survey no choice. The main reason is that the Yunnan province foresttenure mortgage corresponding hardware mechanism is not perfect and the lack ofpublicity policy software.Farmers on the development of forest right mortgage loan will generally moreurgent, especially forest resource rich region. Farmers are eager to make the fixedforestry resources into funds to support the development of production.(5) Problems solutions: standard procedures; shortening the regionaldevelopment disparity; to strengthen the forest tenure mortgage popularization andpropaganda, raising farmer awareness; policy tilts, attracting commercial banks toactively participate in; accelerating the improvement of forest right transaction centercoverage.
