Enterprise management is a process, and the rational allocation of resources of theenterprise has a comprehensive budget management is based on the co-ordinate allaspects of the business people, financial, and material supply, production, marketingand other arrangements, so as to achieve rational and efficient use of resourcesaneffective management method. In the increasingly intense competition, the overallbudget management more and more importance in enterprises, but in many small andmedium enterprises management practices, comprehensive budget management did notplay its due role.BJ is a wholly owned subsidiary of the listed company, is a collection of shopping,leisure, entertainment, food is one of the shopping center was put into operation inAugust2003, with a total area of300,000square meters, European style, elegantenvironment, fully functional. BJ2011budget management, has gone through a processof exploration from scratch, and formed a set of its own characteristics budgetmanagement mode. In this paper, a comprehensive description of the workflow on thethe BJ overall budget management, and thus deeper exposition of the theoretical basis ofthe comprehensive budget management, also asked the BJ has various problems existingin the process of the comprehensive budget management, for these problems, a concreteand effective analysis, improved countermeasures.
