Agent Construction mode is a new type of project management mode which comes out in recent years in order to adapt to the management needs of the modern government investment projects and the is the important content of the government investment projects built generation and reform of the system, it is reasonable in relation to the success or failure of the Agent Construction project. So it is significance to pay attention to the study to the Agent Construction fee.There are a lot of cities and areas have applied the Agent Construction mode to the public works,but there is not a uniform standers of the Agent Construction fee which is different from the place where is it,some of them are reasonable some are not.the agent construction fee standers which are not reasonable are the restrict to the develop of the agent construction, resulted in waste of coal resource, so this paper collected and arranged the fee standers of13provinces and cities of china after making a scrutiny into most of the cities of china.Finally, the paper set up a system dynamics model, established the corresponding state equation and rate equation, dynamically simulated the relationship between the reasonable generation built profitability and generation to build the success of the project, and studied mainly from the three aspects of generation to build cost changes, punishment and reward, points out a reasonable profit margin is the premise of the success of the project, normal development of the agent construction and the save of the government investment, made the substituting fees standard for the relevant units and departments, the establishment of reasonable expenses standard suggestion.
