Government investment project plays an important role in Chinese Socialist construction and promoting economic development.Based on the theory and fundamentals of project management,contract model,risk management and motivation system,this paper analyses the problems exist in the government investment projects,such as underpayment to the contractor,ambiguity of responsibility and interest,lack of motivation and disciplinary action.Through study and research on relevant documents and real cases,this paper proposes solutions and remedial actions to further improvement for the motivation system.Firstly,the author introduces a brand new motivation system and performance appraisal mechanism by designing assessment score for agent and dynamic incentives,based on a large scale of documents,materials,and project management practice.Secondly,after comparative analysis,the content and index weight of the evaluation integral and dynamic management of the agent are clarified via four aspect such as qualification,performance reputation,management level and compensating expense.Enriched and optimized the government investors’ management method and efficiency to agent.Improved the problems in the current system such as lack of incentive,hard to operate and discrepancy in the rights and interests.Thirdly,apply the incentive method above to substitute construction units in Nanning which are facing the incentive problems,and verify the effectiveness of the proposed incentive method.In conclusion,by studying the regional agent-construction system and the characteristics&problems of the incentive method,in the basis of project generation management ideas and patterns,the systematic solutions and improvement ideas proposed by this paper have a strong pertinence,practicality and operability.It can also provide reference and ideas for government investment project in different places. |
