Petroleum is an important strategic resources. With the globalization of economy, the integration process accelerating, the petroleum enterprise engaged in international operation in the global allocation of resources, improving efficiency, promoting the development of transnational. The operation activities not only in his country, but also across the national borders, beyond national and cross cultural. Therefore, petroleum enterprise internationalization will face different countries, different organizations, different enterprises in different culture collision, friction, specifically to cultural differences. For the international enterprises, cultural differences have two sides. One is the positive side that promote the development of the enterprise and the other is the negative side that affected the normal operation of enterprises if improper treatment. The Cross-cultural management and the integration of corporate culture is the need of the development of enterprise internationalization, which is imperative.At the end of the twentieth Century, especially after China’s accession to the WTO, more and more Chinese petroleum enterprises implement actively the "going out" internationalization strategy With the development of their international business,the Oil companies face a new situation, a new cultural environment in going out of the country and achieving development. At the same time, the national conditions, development process and the corporate culture of SINOPEC have certain particularity. It makes the transnational operations of SINOPEC face new challenges. Therefore, it has important and historical significance strengthening the study on cross-cultural management for the merger and reorganization of SINOPEC’S internationalization management, implementation of "cross-cultural" development, promoting the integration of the corporate culture.Based on the summary of the overseas cross-cultural experience, the theoretical study of cross-cultural management, the understanding of the important role of the corporate culture and the formation and development of SINOPEC culture, The author studies the characteristics of SINOPEC culture, and the differences between enterprise culture of foreign countries. She analyses and compares and the four kinds of cultural management system. Operating from the transnational international reality of SINOPEC, the author has explored the management models for the petroleum enterprise culture management with Chinese characteristics. She also put forward the countermeasures to realize the cross-cultural management, cultural integration in order to promote the china petroleum enterprise internationalization development.
