The presence of Risk factors in the process of petroleum sales directly related to the social and public security, petroleum sales enterprises establish an effective risk management system is very important. In this paper, according to the risk identification, risk analysis and assessment, risk response and risk monitoring and so on steps to have a detailed study of the risk management system about PetroChina Sichuan Marketing Company. The theoretical knowledge related to the risk management into each stage, combined with the business situation of PetroChina Sichuan Marketing Company was analyzed. According to the company’s risk management objectives and business, design risk database template, and record the identified risks into risk database. Collect the risk of the company’s internal and external information. At the same time, collect the respective responsibilities of major risk events happened in recent three years. Last form a risk event database, using the method of questionnaire to determine the18major risk of PetroChina Sichuan Marketing Company; Set up risk assessment standard, using expert scoring method to evaluate the risk of PetroChina Sichuan Marketing Company, to determine7types of significant risk. And the7types risks were sorted by the risk values; To analyze the causes of major risks, determine the company’s risk appetite, develop risk tolerance and risk early warning indicators, clear the responsibility department and formulate measures to effectively control the happening of the risk; Develop risk control system, risk monitoring implementation of the entire risk management system, and full supervision of the development and changes of the risk, found that the risk of the new changes in a timely manner, in order to risk response strategies to be adjusted when needed, In order to achieve the expected goals, finally formed a set of suitable risk management system for PetroChina Sichuan Marketing Company.
