The problem of poverty is one of the core issues faced by the current social development. In recent years, the role of tourism developing in eliminating poverty is recognized increasingly. Enshi Tujia and Miao Autonomous Prefecture, as the youngest Autonomous Prefecture in China, of which eight counties and cities all have been listed as2012state-level poverty-stricken counties. At the same time, Enshi Autonomous Prefecture is rich in natural landscape and humanistic landscape, which has huge potential for tourism development. Pro-poor Tourism as a new poverty reduction model is becoming the inevitable choice of Enshi Autonomous Prefecture. This paper selected Enshi Tujia and Miao Autonomous Prefecture as the study area, combined with its unique natural and cultural tourism resources, and evaluated eight counties’ poverty degree and tourism resources intensity with coupling analysis. This article aimed to build optimization for model system of Pro-poor Tourism in Enshi Autonomous Prefecture. Therefore, to some extent, this study enriched the theoretical system of Pro-poor Tourism in minority nationality areas, and provided reference to the practice of Pro-poor Tourism for other ethnic groups in poor areas. On the other hand, the research is targeted to realize the win-win of tourism development and poverty eradication, which has a strong operability and certain practical significance. This article is divided into five chapters, specific content as follows:The first chapter is an introduction. It mainly introduced the background and significance, the research objectives and methods of this study, built a framework system, and put forward the innovation point of this research. The second chapter is a summary of Pro-poor Tourism research both at home and abroad. The international study was mainly summarized from three aspects of the research progress, research contents and research methods. The domestic research had carried on the summary and induction from four aspects of research process, research contents, research methods and the study areas. On this basis, the author summarized the problems and trends on Pro-poor Tourism research. The third chapter is mainly about the coupling analysis between poverty degree and tourism resources intensity in Enshi Tujia and Miao Autonomous Prefecture, which is one of the main contents of this paper. First of all, this chapter took a basic overview of Enshi Autonomous Prefecture from the geographic location, administrative division, and natural environment. Secondly, this section summed up the current conditions of the poor in Enshi from three aspects of the range, speed and extent, and analyzed the causes to local poverty with the related basic theories. Through the construction of evaluation index system of poverty degree, the paper used the principal component analysis and factor analysis method to measure the poverty degree of8counties in Enshi. Then, this part analyzed the current situation of tourism resource endowment in Enshi from three aspects of the quantity, quality, and space layout, and summarized the development situation of the local tourism. By building a quantity evaluation index system and a quality evaluation index system, the author measured the tourism resource intensity of8cities and counties in Enshi. Finally, based on the above research, this section took a coupling analysis between poverty degree and tourism resources intensity, and then using four-quadrant analysis, divided the eight counties of Enshi to four different type areas of Pro-poor tourism, as follows:"poverty-low and tourism-high area","poverty-high and tourism-high area","poverty-high and tourism-low area" and "poverty-low and tourism-low area".The fourth chapter is the study on optimization for model system of Pro-poor Tourism in Enshi Autonomous Prefecture, which is also one of the research achievements in this paper. At first, from two aspects of the practice course and existing models, this part summed up the status quo of in Enshi. Then, by means of a system analysis theory, this section analyzed problems of existing Pro-poor Tourism models from five angles of the demand side-tourists, the supply side-tourism enterprises, the participants-community residents, the support parties-government, the intermediary-travel intermediary organizations. Finally, based on this, the article advanced the optimization system of Pro-poor Tourism models:Subjectivity optimization strategy, is namely from the perspective of space to optimize the models; Auxiliary optimization strategy, is including the goals of PPT, the strategy of PPT, the safeguard mechanism of PPT.The fifth chapter is conclusion and prospect. It mainly summarized the research conclusion and main point of this paper, pointed out that this study should be improved, and put forward to the future research directions and trends.
