A Study On Poverty Alleviation Through Tourism In Minority Areas

Since the beginning of human beings,there are poverty and anti-poverty.The phenomenon of poverty is accompanied by the origin and development of human beings.The historical process of the development and progress of human society is also a process of human beings’ continuous struggle against poverty to enrich their the material life and spiritual world of their own.As is known to all,the world has made great achievements in anti-poverty,but poverty is still a common challenge for all mankind.China has made remarkable achievements in poverty alleviation and development,making outstanding contributions to the cause of the world’s anti-poverty.There are,however,gaps from the target,and poverty alleviation is still an arduous task,specially in poverty-stricken areas such as minority areas.Practice has proved that the development of tourism has a great active effect on anti-poverty.A lot of minority areas in China are rich in tourism resources,where it is suitable for tourism poverty alleviation,and it is practical and feasible to promote poverty alleviation through tourism development.Therefore,it is undoubtedly of great theoretical and practical significance to study the poverty alleviation through tourism in minority areas,enrich the theoretical achievements of poverty alleviation through tourism and provide reference for the practical work of poverty alleviation through tourism.Based on the spatiotemporal background of world anti-poverty and the vivid practice of poverty alleviation and development in minority areas of China,this study makes serious consideration and analysis of poverty alleviation in minority areas.First,this paper expounds the relationship between the development of tourism and residents’ poverty alleviation through the empirical analysis of panel data modeling of eight provinces or autonomous regions.Then,this paper summarizes the history and current situation of economic society development,poverty alleviation and development,especially poverty alleviation through tourism in minority areas,analyzes the main problems of poverty alleviation through tourism in minority areas,and selects some samples of Wuling Mountain Area in Hunan Province,using data envelopment analysis method and the life cycle model to evaluate the efficiency of poverty alleviation through tourism in minority areas.Finally,based on the summary of the practical exploration and experience of poverty alleviation through tourism at home and abroad,the analysis of the types and innovations of poverty alleviation through tourism in minority areas,and the exploration of the optimized mechanism of poverty alleviation through tourism in minority areas,the relevant policy and suggestions are advanced,which does not only enrich the research of the theory of tourism and of anti-poverty,but also provides theoretical support and decision-making reference for carrying out poverty alleviation through tourism in some Chinese minority areas.The study shows that the development of tourism can effectively reduce the incidence of poverty in minority areas.On the whole,the efficiency of poverty alleviation through tourism in Wuling Mountain Area of Hunan Province is at a moderate level,which presents a big difference and still has much room for further development.At present,the main problems of poverty alleviation through tourism in minority areas are as follows: inaccurate positioning of the development strategy,ineffective construction of tourism facilities,shortage of the product form innovation,finite of the fund raising,deficiency of the propaganda and marketing consciousness,circuitous of the management system and mechanism,insufficiency of the human resources ability,low level of the supporting services,inaccurate recognition of the poor population,not carrying out of poverty alleviation measures,rough of accurate management,difficulty of the corruption supervision in poverty alleviation,poor participation of poor people,little benefit for poor people,etc.There are various angles to classify the model of poverty alleviation through tourism,such as the perspective of tourism resource endowment type,of subjects in poverty alleviation through tourism and development,of the participation of poor population and the way of benefiting,of industry chain of poverty alleviation through tourism,of tourists’ demand,etc.In the future,we should integrate all kinds of models to carry out comprehensive innovation and system application.The mechanism of poverty alleviation through tourism mainly involves the dynamic mechanism,the participation mechanism,the benefit distribution mechanism,the performance evaluation mechanism,the safeguard mechanism and the cooperation mechanism.It is necessary to further optimize the integration of various types of mechanisms and system innovation in the future.To further develop the poverty alleviation through tourism in ethnic minority areas,we can focus on the following aspects: doing a good job in poverty alleviation through tourism strategic planning,strengthening the construction of poverty alleviation through tourism facilities,innovating poverty alleviation through tourism products,enriching poverty alleviation through tourism financing,strengthening the construction of poverty alleviation through tourism talents,carrying out the strategy of poverty alleviation through tourism,improving the participation mechanism of the poor population,completing the poverty benefit mechanism,and highlighting the political support for poverty alleviation through tourism.
