The direction of this thesis is based on the the status quo of HD power plantmanagement and performance evaluation, combined with the goal of profitability andsocial development, in order to design the performance evaluation system of the threelevels of HD power, namely the enterprise level, department level and staff level. Throughthe use of the method of key performance indicators (KPI) based on the BalancedScorecard method,we can make performance evaluation for the three levels of theenterprise, thus providing a viable, suitable performance evaluation system for HD powerplants.Firstly, an review of the theory of performance management includes the overview ofperformance management, the definition and the development history of performancemanagement, the comparison of several performance management tools in theories andmethods’s advantages and disadvantages, the development of domestic enterprisesperformance evaluation system, the difficulties and problems of performance appraisaldomestic enterprises.Secondly, HD power plant background analysis, mainly includes corporatebackground information, company profiles, corporate strategy, corporate mission, visionand core values, corporate performance management situation, the original enterpriseperformance evaluation system, and the existing problems of the original enterpriseperformance evaluation system.Thirdly, the work to build the key performance method based on the BalancedScorecard performance evaluation system of HD plant’s three levels, namely the enterpriselevel, department level and staff level, includes the establishing of the BalancedScorecard-based performance evaluation of key performance indicators, the determinationof the weights of evaluation, the evaluation criteria and cycle,and the elements ofperformance evaluation method to make successful implementation.
