Research On The Construction Of Public Finance In The Perspective Of Efficiency And Fairness

Fairness is one of human ideals; efficiency is the pursuit of human beings. Since16th National Congress of the CPC, our country is trying to build a harmonious society, and promote fairness and efficiency as a basic condition for the harmonious development of the society, and also emphasize more attention to social fairness. Public finance as part of social equity and the administrative efficiency is essential for the construction of a socialist harmonious society. Therefore, the study on issues related to the construction of public finance not only has important theoretical significance, but also has practical importance. The main contents of this paper is closely around the perspective of equity and efficiency, discussing and analyzing the public finance construction in Hongshan district of Wuhan City from the people’s livelihood, education, agriculture, social security, urban and rural construction and many other aspects, and related suggestions are also addressed.This paper is divided into five parts. The preamble gives a clear focus point of this thesis which describes the research significance and the main research methods as well as the existing theoretical achievements and practical experience in both domestic and overseas. The second chapter introduces the general theory of public finance, and analyzes through two aspects of fairness and efficiency to the development of public finance. The third chapter describes the current situation of the public finance construction in Hongshan District, Wuhan City, the previous work are analyzed and summarized and also the problems are discussed. The fourth chapter sums up the perfect and effective measure suggestions on the construction of public finance in china according to the general requirements to promote the construction and development of public finance and combining with the recent target of the public finance construction in Hongshan District, Wuhan City.The main innovation of this study lies in the selection of the point of public finance under the framework of the game of fairness vs efficiency. Meanwhile, the theory study also combined with the author’s own practical experience by analyzing the actual situation of the construction of public finance in Hongshan District of Wuhan City. From point to plane, long-term measures and suggestions to our country’s public finance construction make the research results universality and reality.
