Resources-intensive cities face the common problem that the exploitable resources are diminishing. Coal-intensive cities can make a breakthrough out of the bottleneck only by utilizing the sustainable development. Recycling economy now is practiced and exercised as an approach of sustainable development. Developing the recycling economy is a systematic project that involves numerous realms. Establishing a set of indicators quantifies the situation of recycling economy, which enriches the theories of recycling economy. Meanwhile, this set of indicators not only assists the regulation and management of the government but also attracts more citizens to make contributions to recycling economy. Therefore, it is a profound impact theoretically and practically to establish a set of indicators evaluating the capability of the recycling economy in coal-intensive cities.This paper has established a set of indicators for evaluating the capability of developing recycling economy in the coal-intensive cities from the perspectives of society, resources utilization and ecological environment by using hierarchy idea. The method is directed by the view of scientific development and theory of sustainable development. Meanwhile according to the feature of hierarchy, the paper puts forward the complex method that combines the gray correlation analysis method and VIKOR method to evaluate the capability of developing recycling economy in the coal-intensive cities, which can be a reference and evidence to the policymakers’decision making. Then, the paper evaluates the capability of developing recycling economy in Huainan City during the period covered by the11th Five-Year Plan by using the method and indicators above.
