Situation In Huaihua City, Hunan Province Modern Tobacco Agriculture Development And Model Innovation

Since2007, modern tobacco agriculture has been promoted and has made remarkable achievements. It produces an great effect on tobacco leaf development model. A bold practice and explore have been made in tobacco leaf production by tobacco growing areas to promote the innovation of tobacco development model, and tobacco production gradually embarked on the road of modernization.According to "one fundamental and four modernizations" overall request of modern tobacco agriculture, Huaihua city comprehensively promotes tobacco infrastructure construction to improve the infrastructure, to realize the scale planting, intensive management, specialization and information management, and actively explore the innovation of the development model of tobacco in order to complete transformation of tobacco production from traditional tobacco agriculture to modern tobacco agriculture.This paper expounds the purpose and meaning of promoting modern tobacco production from the backgrounds of construction of modern tobacco agriculture, and contrasts&analyses the development model and its features between home and abroad modern tobacco agriculture so as to summarize its advantages. Then this paper comprehensively research development status of tobacco production, and analyses the problems in tobacco production so as to search and found development model suitable for the construction of modern tobacco agriculture in Huaihua City. The new development model of "cooperation of government, industrial, commercial and tobacco growers" is put forward. Through the analysis of the four partners’status and advantage, the work ideas is established of "government leadership, industry leading, commercial dominant position and main force of tobacco grower". In this mode every partners can exploit their advantages, take effective countermeasures, integrate resources, carry out division of labor and cooperation, so as to improve the production and living conditions of tobacco areas and prompt management of production and organization. According to the request of raw material supply base, characteristic tobacco leaf quality and modernization of production mode, the raw supply has been ensure to a great extent and promote the sustainable development of tobacco production in Huaihua of Hunan province.
