Study On Land-lost Farmers Settlement Strategy In Changchun Lianhuashan Eco-tourism Resort

In the condition of rapid development of urbanization in China, the fringearea of city has been absorbed into city area with its continuously expanded. Inthe mean time, the land usage there has transformed from agricultural land toconstruction land, the former farmers have to transformed to citizens, and have tolost their land they used to live. It is quite an urgent problem that settle land-lostfarmers properly and help them to adapt to the life in city.Changchun Lianhuashan Eco-tourism resort (resort for short) is a new citymunicipal provincial level development zone which has been approved by Jilinprovincial government in our country. Resort located in Changchun, Provincialcapital of Jilin, where has the outstanding traffic location, traditional regionalcharacteristic of northeast china, and rich resources on nature and tourism. Withthe launch of city design and planing of this resort, it is imperative to do theresearch about land-lost farmers’ settlement strategy.This dissertation first analyzed and summarized related concepts, concernedtheories and domestic and foreign patterns of land-lost farmers’ settlement.Found the living guarantee state of "five deficiency" in land-lost farmers’settlement of our country by documents arrangement and field research. And thenI excavated the sources of these problems by inquiring related organization andcomparative research. These sources, including improper settlement of land-lostfarmer and imperfect legal system. From objective factors, the final goal ofexecuting agency is to maximize their own interests. From subjective factors,farmers have little occupational skills, they are lazy in behavior and lag inthought. What’s more,I did a lot of survey in this resort, analyzedcomprehensively by "SWOT" method and researched the process of land-lostfarmers’ settlement, in order to find a proper way to settle these farmers of thisresort. At last, accorded to former result, put forward settlement strategy of land-lost farmers in this resort, they are, unifying varieties of compensatory methods, give farmers privilege and help in policy, varieties of choice in employment,multi-guarantee in legal system. Thus solve the settlement problem of land-lostfarmers all in one, and provide reference and theory basis of northeast land-lostfarmers’ settlement strategy.
