The qualification system is the fundamental part of the human resourcemanagement, it has close relation with the staff recruitment, training and careerdevelopment. With the increasing requirement of the employee career development,there are several problems that hinder the development of the human resourcemanagement, i.e., single career development route, poor staff career developmentselection and the lack of strict standards and procedures of personnel selection.This thesis proposes the approach of human resource management transformation,and precisely take research on various aspects of the qualification management system.The details are listed below:1. The existing qualification system is investigated thought staff interviews,questionnaire survey of diagnosis approach. The disadvantages of existing qualificationsystem is analyzed especially focused on the irrational job promotion. An experts groupestablishing approach is proposed to support the talent staff training and officialmanagement, besides, the different position promotion route is designed to avoid theunfair evaluation standard. By reference to the analysis of the development ofenterprises with the industry and the Group’s industry benchmarking qualificationstandards, the thesis strengthen human resource management to explore the potential ofemployees, and ultimately achieve the purpose of talents value enhancement.2. Focused on the influencing factors, the qualifications management system isinvestigated from the perspective of industry, regulatory, market competition,technology evolution, and internal management analysis to support human resourcesdevelopment with management transformation and organization reformation.Organizational structure and service model are provided in the new operating mode tooffer strong support to the staff. Different positions are merged with their classificationaccording to the ability of the incumbent similarity division of occupations,whilebreaking through the framework of the organization restrictions. Thus, the enthusiasmand vocational skills can be mobilized.3. New talent management model based on the entire business operations and mobile Internet culture is explored focus on the talent development route to stimulatevitality of the team by promoting the mechanism innovation. The staff developmentroute is carefully designed to solve the problems between the staff development and therelative resource scarcity. The rational planning qualification management system canhelp release the problems that involved by the limited career development route.4. The architecture and basic principle of qualification management system isdesigned to explore the regulation and optimization of the personnel resources andsalary allocation. The human management resource input-output ratio is improved underthe scarce resource environment. The qualifications of evaluation principles isdetermined to clarify the basic evaluation of the position regulation and salaryadjustment. Contradiction between the limited resources and the complexity of thedemand by strengthening the fair and equitable allocation of resources.
