Since reform and opening-up in1978, the reform of our country’s rural finance has gone well in general, and the rural financial organization has developed rapidly. On December of2006, the China Banking Regulatory Commission issued the90th document, which had given many suggestions on how to set up new rural financial institutions. This thesis will study the development’s problem of new rural financial organization. From a theoretical point of view, doing research on the development of new rural financial organization is not only enriching the development theory of rural finance and rural economy, but also doing the preliminary exploration on institutional change theory of rural finance. From a practical point of view, doing research on the development of new rural financial organization is a important practice on the field of rural finance. This practice reflects the Outlook of Scientific Development, which alleviates the contradictions between supply and demand of capital and enhance competition in the rural financial market. The development of new rural financial organization will promote the development of rural economy.The practice of30-years’ rural finance reform show that while we are reforming the stock part, we shouldn’t ignore the incremental part. New rural financial organization is an important carrier of incremental reform. From the qualitative point of view, this thesis mainly studies on the development of new rural financial organization, makes comparative analysis on the common features and differences among village bank, loan company and rural mutual cooperatives, describes the present status of new rural financial organization, designs its framework of development, does empirical analysis and then put forward the policy recommendations.In the logical structure, the whole thesis can be divided into six parts.The first part is called the introduction, we mainly introduce the paper writing background and meaning of the subject, framework of analysis, innovation and deficiency.The second part mainly describes the relevant research results which include both the domestic and abroad.The third part defines the core concepts and elaborates basic theories which support the development of new rural financial organizations, including the rural financial market theory, imperfect market paradigm, asymmetric information theory and so on.The fourth part focuses on highlighting necessity of the development of new rural financial organizations and the comparative analysis of new rural financial organizations.The fifth part mainly discusses how to develop new rural financial organizations. It is the key part of this thesis. This chapter explores general framework of new rural financial organizations’development, including the overall goals, basic principles, environment and developing mode.The sixth part makes empirical analysis with DEA model. The results show that production efficiency and pure technical efficiency of the middle and western regions’new rural financial organizations is higher than the eastern region. Then some specific policy suggestions are put forward.On the basis of the previous research, many efforts are made on some innovative research. The practice of China’s rural financial reform shows that it is necessary to develop the new rural financial organizations; The development of new rural financial organizations is in the initial stage. Although it has achieved certain results, it faces with many difficulties; The new rural financial organizations of China’s middle and western regions are developing better than eastern region. Last but not least, our government should make efforts to support the development of new rural financial organizations.
