In recent years, Changsha City, the rural taken subcontract, transfer, lease, investmentand other forms, to carry out the farmers contracted land management right. To the first halfof2012, the Changsha City area of rural land280.81mu, of which the transfer of109.43acres of arable land, accounting for29.5%of the city’s land area. Operating area of land thesize of an increasing number are now the city’s unit operating in more than500acres of landarea alone, there are556, with a total area of215.18hectares, accounting for76.62%of thetotal area circulation. Practice has proved that rural land, on the one hand can effectivelyimprove the efficiency of the allocation of land resources, further activation of the transfer ofrural surplus labor force for the agricultural scale, intensive, efficient operation and provide avast space to solve urbanization caused because some rural farmers into the city, the landdesolate, industrial obsolescence issues; hand can make farmers more fully participate insharing urbanization, industrialization results, the new development of the industry but alsofor the development of urbanization of landless peasants to bring new jobs, promote farmers’income from property. Transfer of land to promote urban-rural integration is undoubtedly theone to help farmers to get rich on the road. But now Changsha rural land market mechanism isnot fully established, farmers contracted land capital properties and versatility problem hasnot been solved, but also severely restricts the speed of rural land, affecting the scale of landmanagement to enhance the level.In this paper, literature research, theoretical research, comparative study, empiricalresearch, and actual cases to analyze the Changsha City land transfer problems, and analyzethe cause of the problem, learn from successful cases of land transfer domestic experience inChangsha City land transfer prominent countermeasures and suggestions from this articledescribes the following aspects:First, explain Changsha City land transfer research background and significance,research status on the land transfer, research content, research ideas and research methods;Second, explain the concept of land transfer, content and relevant theoretical basis; Again, theanalysis Changsha City land transfer status, and Guangming Village, lotus town land transferas a practical case study summarizes Changsha City land transfer existing managementmechanism is not perfect, the operation is not standardized, the relevant policy issues such asnon-specific and further analysis of these issues comes into play. The fourth part, citing thesuccess of the domestic land transfer case out, summarize key to the success of these casesand from lessons learned. Finally, Changsha problems, drawing on the successful experience, combined with the actual situation of Changsha, Changsha, put forward a sound Suggestionsland transfer, such as: standardizing the land transfer market, improve the rural land-usemechanism for diverse forms of land transfer, to strengthen the management of land transferservices and protection, and promote rural land Changsha reasonable solution to the existingproblems and promote the norms of rural land.
