Research On Technology Innovation Policy Support System Of Liaoning Fishery

As one of the important fishery production base in northern China, Liaoning Province’sfishery occupies a very heavy proportion in social production. The rapid development of fisherydepends on economic and policies supports and other related promoting factors. The Innovationof Science and Technology is not only the most active and decisive factor among them, but alsothe core power to speed up the transformation of fishery economy development mode, and topromote the sustainable development of fisheries. In order to promote the further development offishery science and technology and economic progress, Liaoning Province promulgated andformulated a series of technology innovation policies, according to the National Science andTechnology Development Plan and fishery conditions in Liaoning. After a period ofimplementation, it is necessary to appraise policy effects and analyze the existing problems. Thepurpose is to verify the policy effectiveness in practice, measure the value of the technologyinnovation policy, and provide reference to develop, maintain and adjust relevant policies in thefuture. In addition, the paper was performed to assess the effect of the policy support system,which has practical and guiding significance for the identification and evaluation the scientificrationality, reliability and validity of a series of Innovation of Science and Technology policies.Firstly, the paper introduces the background and significance of research, analysis domesticand foreign research present situation of Fisheries Science and Technology Innovation PolicySupporting System, followed by the analysis of basis theories of relevant scientific andtechnological innovation policy, which laid a solid theoretical foundation for the follow-upstudy. Secondly, according to the Fisheries Development conditions in recent ten years, the papercarried on the historical review of fishery policies of promoting Fisheries Science andTechnology Innovation in our province, finding out the existing problems of current policysupport system, Thirdly, by building on the effect evaluation index system in our provincefisheries Science and Technology Innovation Policy Support System, the paper selected indexeswhich can represent the level of Scientific and Technological Innovation capability, used acombination of objective and subjective assignment method and Analytic Hierarchy Process(AHP) to empirical analyze Fisheries Technology Innovation Policy Support System in LiaoningProvince, and compared to Shandong province; Finally, the paper put forward eight advices,such as improve Fisheries Science and Technology Innovation System, strengthen thegovernment’s supports etc.In conclusion, the paper analyzes and evaluates Liaoning Province fishery Science andTechnology Innovation Policy Support System, aims to further promote the rapid and stabledevelopment of the fishery industry, integrate science and technology innovation resources effectively and further improve the competitiveness of the fisheries and the developmentcapabilities of Marine resources.
