Following the advance of affordable housing construction and low-rent housingconstruction,there exists a “sandwich class”group who are not up to the low-renthousing standards and not affording to purchase affordable housing or real estate. Publicrental housing construction is key link of indemnificatory housing project, aiming atsolving the housing difficulties of the “sandwich class” group, including new graduate,new employment personnel and so on.This research focused on solving investing and financing problems in the course ofthe public rental housing construction. Drawing lessons from Singapore, considering theactual situation of Wuhan and using the Time Value of Money theory, this article willstudy the feasibility of housing construction project in Wuhan through the analysis ofdiscount cash flow’s net income during a certain period. This article measures the safety ofinvestment in the public rental housing construction comprehensively. On that basis, thisresearch will put forward a concrete credit solutions and financing reimbursementarrangement.This project financing scheme provides new ideas of financial support for publicrental housing construction. Exploring and innovating public rental housing constructionand operation mechanism actively, we can further improve the housing guarantee systemand meet the demands of different groups.
