Study On PPP In The Stock Of Public Rental Housing

The stock of public rental housing has formed a certain scale in China,with urgent need to improve the efficiency of its operation and management.In recent years,the Ministry of Finance,the National Development and Reform Commission and the Ministry of Construction and other departments have announced lots of policies to support the PPP model.PPP model has become the main direction of public management reform.Based on the literature survey,this paper analyzes PPP model of public housing in the United Kingdom,United States and Australia with the method of comparison research.The analysis also provides a reference for carrying out PPP model in public rental housing of Tianyuan.Then,the author obtains the relevant data of public rental housing of Tianyuan through field investigation.On the basis of description of the project,this paper focuses on studying the evaluation of the value for money(VFM)of the PPP in the public rental housing of Tianyuan,which is carried out in two ways: qualitative and quantitative evaluation.Drawn from the VFM qualitative evaluation of the United Kingdom PFI project,the qualitative evaluation index is built for the public rental housing of Tianyuan.And the quantitative evaluation is based on the public sector reference standard method.Learning from the experiences of Australia,the United Kingdom and other countries,it comes to the conclusion that the public sector comparison(PSC)is greater than Shadow Bid(SB)in the public rental housing of Tianyuan,which means PPP is value for money and should be chosen.Finally,analyse the necessity to carry out PPP of Tianyuan.And the paper draws that the public rental housing of Tianyuan should be carried out by TOOT model.Then design the project cooperation framework,competition mechanism,incentive mechanism and supervision mechanism.Also identify and allocate risks.
