China’s Innovative-driven Industrial Upgrade Policy Research

Nowadays, China’s industrial technology level and innovation ability has improvedmuch in a certain extent, but the resources and environment have become our country’skey constraint conditions in industry development increasingly, which as a result of thetechnological innovation hasn’t become the core power of industrial technology progress.We research the innovative policies about industrial upgrading since reform and opening,which will benefit China’s economic development mode changing and industrial structureupgrading in the "twelfth Five-Year Plan ".On the basis of reading abundant literature, the policies about industrial upgradingcan be divided into three stages since the reform and opening personally: quantityexpanding industrial upgrading policies (1978~1992), quality promoting industrialupgrading policies (1992~2005) and innovation-driven industrial upgrading policies(2005~present). At present, China’s innovation-driven industrial upgrading policies haveformed system basically, but we still have some insufficiencies in cultivating industrialindependent innovation abilities and promoting the industrial structure upgrading, whichcan be reflected in four aspects: supporting pattern of innovation policies is unitary, mainbody status of enterprise innovation should be strengthened, policies of cultivateinnovative talents doesn’t form system, policies of supporting innovation service remainsto be perfect.Secondly, science and technology innovation has become the main driving force inindustrial upgrading and the key factors all over the world, while the national policies ininnovation-driven industry upgrading play an important guiding role in increase industrialinnovation ability and accelerating industrial upgrading process. As the model ofinnovation-driven industrial upgrading, the United States, Japan and South Korea havedifferent emphases in policy making, but in supporting the small and medium-sizedenterprise innovation development, paying attention to scientific and technological talents, promoting industrial generic technology research, promoting science and technologyservice system construction, these countries take the common policy measures.Finally, learning from these counties’ successful experiences of innovation-drivenindustry upgrading, according to the reality of domestic pressure and the laws ofinternational industrial upgrading, the article considers that promoting industrial generictechnology research, enhancing the innovative human resource cultivation, optimizingthe development of science and technology intermediary organizations, highlighting therole of technological SMES should be as policies focus on and direction in encouraginginnovation-driven industry upgrading in the future.
