With the rapid development of the economy and people’s living standard, thepassenger transport industry has made a tremendous progress, which plays a great rolein people’s daily life. It is now an indispensable landscape and a name card of one city.But one unwanted condition arises in many cities that more and more illegal operationappear and become an inundation, which brings an amount of social problems, causingdamage to social and public interests. The traffic management department has put a lotof manpower, material and financial resources to combat and deal with the illegaloperation problem, but this didn’t affect the status quo effectively. So it is of greatsignificance to do research on the causes, reasons and solutions of the problem, whichwill contribute to standardizing the market order, the maintenance of public order, andthe enhancement the city’s image.This paper focus on Guangzhou city’s illegal operation problem. The mainresearch aspects are as follows:Part one is introduction. Part two gives the definition of the illegal operation andmakes analysis of the current situation. Part three, in the breakthrough point of thegovernment’s public service functions, this paper discusses the theoretical basis ofillegal operation governance, the legal basis and the necessity of the study. Part fourgives analysis of all the damages that the problem would cause, including disturbingthe market order and endangering the personal safety of passengers, the detriment ofthe legitimate taxi operators and affecting the image of the city. The fifth part focuseson the theoretical analysis of the causes of the phenomenon of illegal operation and theplight of governance. I comprehensively use the principles of economics and publicmanagement and other relevant expertise on the problem of illegal operations toconduct in-depth research and analysis. In the last part, I come up with somecountermeasures, Market supply and governance is included as two areas of study.
